Can anyone explain why my brand new build won't POST?

Have you tried resetting the bios (normally you remove the bios battery for a minute)?, Or making sure the bios battery is installed and/or a good battery? Ive seen some motherboards that wont boot without a battery in. Are both the motherboard power cable and the "p4" cpu power cable connected?
