Does this "sudden" epidemic of Air Traffic Controllers falling asleep on the job p the political smell test?

Since practically every government agency has had it's budget increased by 33% to 150% under this Jack, I do not see why ANY air traffic controller has to work alone. Especially when it is a union job. Right up Obozo's ally for a budget doubling.
