Is the grand canyon skyway bridge truly a bridge?

I feel it is an overhang (more like a balcony than a bridge) but my friend swears it is a bridge. According to dictionary.com it does not seem to fall into the "bridge" definitions and seems more like a marketing ploy. However an engineer we talked to claims because of the u-shape it could be considered a bridge. Please provide details via syntax and engineering answers.
