How many of you believe in justice?

Its seems to me that only criminals win in our system. For example: a guy kept ******* with me once I didn't wanna fight him because I knew I'd be the one to go to jail due to the atmosphere of the neighborhood. I tried to get a restraining order on him police refused, so we got into it. Sure enough he called the cops guess who went to jail? ME!!! He started it but because I don't have blond hair and blue eyes I was wrong. This happened several time until I moved, and I have a bad opinion of americans because of it. How come people can be allowed to har you and not suffer any consequences but if you retaliate you get in trouble? Is that justice?
